The complex nature of e-government projects: A case study of bhoomi, an initiative in Karnataka, India

The Bhoomi e-governance project in Karnataka has gained recognition as one of the most successfully implemented digital governance initiatives in India. As of this writing, the Bhoomi model—focused on the digitization of land records and enabling easy access for verification and updates—is being adopted by the Government of India for replication on a nationwide scale. This reflects a critical need to improve service delivery for a large segment of India’s population engaged in agriculture. The Bhoomi project aims to computerize land records and streamline related processes, including obtaining copies of land records, correcting errors, and recording mutations. Initiated in 1991, the project has digitized approximately 20 million land records, covering the landholdings of around 6.7 million farmers in the state. To enhance accessibility, Bhoomi kiosks have been established in all 177 taluks (sub-districts) across Karnataka’s 27 districts, enabling farmers to access land-related services in a more efficient, transparent, and user-friendly manner.
