Construction of a community-based form of organizing

In this article, we examine the different forms of institutional work that underpin the emergence of a new organizational form. Drawing on an in-depth qualitative study of a community-based model of palliative care in Kerala, India, we identify five types of institutional work—robust interpretation, local experimentation, indigenous appropriation, contextualized framing, and democratic deliberation—that interact dialectically in the construction of this new form. We extend the literature on organizational forms by illustrating how a new form evolves through the localized, context-specific actions of multiple actors. By demonstrating how diverse and sometimes competing interests can coexist during the early stages of form emergence, we contribute to ongoing discussions on distributed agency and the concept of inhabited institutions.
