Description
This paper examines the Kashmir issue through a game-theoretic framework, focusing on the relationship between the people of a contested territory (Indian-administered Kashmir) and a nation-state (India) claiming it. The study seeks to explain the apparent paradox between India’s commitment to democratic principles and the restricted democratic space observed in Kashmir, alongside the government’s firm stance on the region. Using a political economy model, the paper analyses how citizens’ allegiance—whether driven by partisan identity or policy preferences—influences the state’s strategic decisions. The findings suggest that if the government perceives citizens’ loyalties as rooted primarily in identity rather than policy outcomes, it rationally prioritises minimising deviations from its preferred policy stance, even at the cost of limiting democratic engagement. This framework helps explain the persistence of rigid policy approaches toward Kashmir and highlights areas that may require attention for any meaningful peace-building process to emerge.
