Abstract
Compliments of the season. As we go through the 50th year of India's independence, may 1998 be the harbinger of success and well-being to the country, and indeed, to the world at large. Small and Medium Enterprises have been the engines of growth in several economies. India is no exception. SMEs help to add customer value in ways that larger organisations may not always be able to replicate. There are, of course, aberrations, as, for example, when categorisation into SMEs is dependent not upon their inherent economic competencies and capabilities, but on the need to subserve political or other societal imperatives. But to discredit the entire movement because of such deficiencies will not be right. The Round Table this time takes up issues relating to SMEs both from policy and implementation perspectives, and is enriched by a rare empirical orientation. We are deeply indebted to Prof. Sundararajan, the Chairman of the Centre for Entrepreneurial Studies at the Indian Institute of Management, Bangalore, for coordinating this symposium and leading the workshop that was held at the Institute. Among the feature articles in this issue, Jayanth Varma highlights the need to rein in the dominant shareholders in a corporate context and ensure a semblance of equity among the different groups of stock owners. Aruna Mankidy focuses on the role human resources development function could and should play in bringing about significant improvement in service quality in banks. The need for change in tune with market dynamics, and the process of managing the required change within an organisation are nowhere more appropriate today than in public sector undertakings that are grappling with the problems inherent in such a situation; Motial discusses these issues, with the PSU telecom major ITI as his illustrative case. The kind of challenges posed in transforming organisations and the role of boards of directors in such processes are detailed by Colin Coulson-Thomas in his article. The regular interview feature is held over due to reasons beyond control. As you may have observed, this October-December issue has been brought out in time, in December itself - an objective that I had earlier indicated would be our endeavour to achieve. All of us at the Review are glad we did not have to carry this task forward as a resolution for the New Year! Our endeavour now will be to maintain and improve upon this schedule.
