Abstract
There has been a vast expansion of school education facilities in India since the launching of the First Five Year Plan in 1951. The findings of the All India Educational Surveys conducted periodically under the direction of the National Council of Education Research and Training (NCERT). Government of India, have revealed that the benefits of this large-scale expansion of school facilities have not been so satisfactory as were expected; inequalities between different areas as well as between social groups in terms of access to school facilities have persisted. There can be many reasons for these disparities in the access to school education facilities, including absence of a clear-cut national policy as guidelines and political interference at the local level. However, the lack of an objective methodology, that can be conveniently used by local decision makers, seems to be one of the most important reasons for this unequal and inefficient school location pattern.
