Abstract
Planning must take note of the fact that while the economy is integrating, the indian polity is fragmenting and society is becoming more divisive. The fragmentation of polity and assertion of separate group or community identities are perhaps a part of an inescapable process. How this fragmentation and divisive aspects of society are to be managed in a national perspective, is an
the emerging challenge for planning.
The need right now is to stimulate further growth. Without higher growth, we will end up only redistributing poverty. Taking into account the growth performance of the Indian economy since 1980. It is now possible for the economy to grow at an average annual rate of 6% or more while paying equal attention to the composition and spatial spread of growth.
