Abstract
India has been giving, as part of the various five year plans, an increasingly
high emphasis on poverty alleviation. However, success till now cannot be
considered as satisfactory. Nearly 40 crore people, representing half the population
of the country, are deprived of the basic necessities of life such as minimum
nutrition, clothing, housing, health and educational facilities etc. This number is the
same as the population we had at the time of independence in 1947.
The country is now engaged.in the preparation of the Eighth plan (1990-91
to 1994-95). It is essential that the problem of poverty alleviation is tackled more
effectively during the Eighth plan, by increasing the availability of basic needs items
while ensuring that poor people have adequate purchasing power to buy the
necessary items. Such an approach differs from past attempts in the various five year
plans.
