Organized anarchy: An exploratory study of Export Promotion Councils

Abstract

The article tries to understand the functioning of EPCs utilizing
relevant models in organization behaviour. Out of several models,
the garbage can model, which describes the behaviour of organized
anarchy, seems to be a reasonably good model for understanding EPCs
in India. The basis of the analysis is the Memorandum and Articles
of Association and the latest Annual Reports. Requests were sent to
all the EPCs and 14 EPCs replied to our query. This article is based
on their replies, as well as a few interviews with some EPC personnel
A rigorous analysis would have required more data to verify the tentative conclusions. This is an initial attempt to develop a framework
for analysis. The interface of government and industry with EPCs
is not analysed.
