Abstract
Much is being said today about good governance when it is undoubtedly a scarce commodity all over the country. Instead of wondering whether to change to a presidential form of government, or revamping the entire system, T N Seshan suggests a good dose of honesty and adherence to the letter of the law. Whatever is best administrated is best, he maintains, and it is possible for an honest officer to function and to govern properly without changing the rules, if he establishes a reputation for uncompromising honesty.
