Abstract

 In most countries, till recently, the electrical supply industry (ESI) was either state owned and operated or was heavily regulated. However, with the recognition in the late 70s that this leads to severe misallocation of labour, capital and natural resources, many countries looked to restructure their ESI to introduce competition and allow the entry of the private sector. A typical restructuring exercise involved unbundling of generation, a potentially competitive sector, from transmission and distribution, which are considered to be natural monopolies. An outcome of the restructuring was the evolution of a new entity.
