Abstract

Research has shown that increased access to financial services contributes to economic growth in a given area. This dissertation is an in-depth study of the evolution of rural banking policies in India and their effects on poverty in rural areas. In the first part, I examine the various policies in the rural banking domain, how they have evolved over the 20th century and how the state has changed its perspectives on the issues of rural banking and development. In the second part, I study the expansion of various types of banking institutions across the country, comparing rural with non-rural areas. Using a staggered difference-in-difference methodology, I estimate the effect of Regional Rural Banks on financial depth in rural India. Estimates indicate that opening of RRBs in a district had a positive effect on providing access to banking services as well as on the economy compared to districts where the branches opened later. The larger objective of this study is to provide evidence in support of the argument for the continued welfare role of the state in the domain of rural development.
